Three Week Old Kittens not Eating Formula, but they are still very hungry! Help!?

We're baby sitting two 3 week old kittens. One is large and healthy, but the other is about 1/2 the size of its sibling. We're worried about the other. It's hungry, but it won't take the syringue or bottle. We're tried warming the formula by sticking the bottle in a dish of hot water, but no luck.
Does anyone have any advice?
