Title of a strange Sci-fi novel?

About a decade ago I came across a sci-fi a novel that the cover said was about an alien race that announces they want to speak to the President of the United States and blows up a city to show their are serious. The problem is the US along with the USSR no longer exist--only China does. And so to save the world a Chinese peasant must become President of a nation that no longer exists.

I'm looking for both the title and author of the work.
