unlocking verizon blackberry storm 9530, network inactive?

I'm trying to unlock this blackberry storm 9530 version 4.7.0.148 i think. and i go into the options, advanced, sim card, type in MEPD and the network is supposed to say "active" and then i would type MEP2 and it would let me type in a code to unlock the phone, but i can't seem to get that window to open. my network says "inactive instead of active" and when i type in MEP2 it is unresponsive both with sim card in and out.
 
me to having the same problem plz help and what does it mean whn it says network inactive
