verizon. calling somebody after 9PM with a different cellphone...is it free?

I have a verizon cell phone and I heard that if you call somebody after 9 PM and before 6 AM my time mon-fri it's free. does that means if I call somebody with a different carrier (cellphone) after 9PM it wouldn't cost me anything?

also what time during sat-sun night is it free?
