VW Golf MK3 GL radiator fan issue?

Ok, so my radiator fan on my golf will not come on at all. The temp reaches a point where it should be turning it on, but not luck. We tested the sensor, the switch and the fan motor, and all are working. We think we have it narrowed down to either the relay or the computer (or even the temp sensor, since its been acting weird lately, like jumping passed the hot area and just sticking) So if anyone has any information I would appreciate it so much!! Also, where is the location of the radiator fan relay? I know its above the fuse box, but which particular one is it?

This has been an on-going issue...would love help!

The car is a 1997 model if that helps
 
Let's see here, you say the sensor, switch and fan motor have been tested and all are working but then you think you have it narrowed down to either the relay or computer(or even the temp sensor).
Guess you have to make up your mind first if the sensor has been tested and is good or if you think it might be the sensor.

I think you should have someone who knows what they are doing take a look at it.
