photoshop costs money but you can get an open source alternative for free. There's GIMP, an alternative to Photoshop, and there's Inkscape, an Illustrator and CorelDraw alternative if you've ever used those/

If you want to pay for it, Photoshop is a wonderful program.

But if you want a program similar to Photoshop, but for free, try the GIMP.

Buuuut, if you want a program like Photoshop with a little less for, try Paint Shop Pro.

Depending on your budget and/or your editing requirements Adobe Photoshop ( $$$ but with great editing features for the professional ) or Google's Picassa : http://picasa.google.com/ are your best bets
