Those were two different eras, separated by about ten years.

Williams' popularity began in the late 40s. Popular songs and artists in the timeframe 1948-1953 (when Williams died) were Eddy Arnold (who had a dozen #1 hits), Red Foley, Lefty Frizzell, Hank Thompson, Carl Smith, Hank Snow, and Webb Pierce; and songs "Candy Kisses" by George Morgan, "Why Don't You Haul Off and Love Me" by Wayne Raney, "Blues, Stay Away From Me" by the Delmore Brothers, "Slippin' Around" (which was #1 for both Jimmy Wakely & Margaret Whiting and Ernest Tubb), "It Wasn't God Who Made Honky Tonk Angels" (Kitty Wells), and "I'll Sail My Ship Alone" (Moon Mullican).

Miller started in the late 50s on RCA; however, he didn't actually get widespread success as a performer until the early 60s. By the 60s the top artists were Jim Reeves, Marty Robbins, Stonewall Jackson, Porter Wagoner, Bill Anderson, Buck Owens, Loretta Lynn, Johnny Cash, and George Jones; and top songs included "Charlie's Shoes" by Billy Walker, "Wolverton Mountain" by Claude King, "The End of the World" by Skeeter Davis, "The Bridge Washed Out" by Warner Mack, and "Girl on the Billboard" by Del Reeves.
