what are those bright blue headlights on cars called?

going down the highway, im starting to see more and more of those really bright blue tinted headlights! usually i see them brighter on trucks, but i see some really bright ones on cars too. I have seen some less bright ones on cars that seem to dim as you get closer. Could someone tell me what the really bright ones are called? im looking to put some on my car..links would be great!
