when you pull the fuse out, you can see a strip of metal on the face of the fuse. if the metal is broken then it is blown. replace it with a fuse of the same amperage threshold (10, 15, 20...)
If it were blown you will see the fuse buned out. You could test it with a test light. The test light should be lit on either sides of the fuse while it is in the car and power is on. Or take the fuse out and check it with an Ohm-meter.
