What does it mean?? Optical DVD+/-RW drive for Windows7 Home Basic?

I am looking at one of the Dell
Inspiron 14R laptops. I found
a laptop with an DVD+/-RW
optical drive for Windows 7
Home Basic. I wanna know,
what does DVD+/-RW mean and what does it refer to by
mentioning "for windows 7
Home Basic"?does it mean it will work on Windows 7 Home Basic only...?
It's urgent please...!!
