What is a good DVD maker that includes a DVD menu?

I'm looking for a good FREE DVD maker that includes an option to make a DVD menu, something such as like Windows DVD Maker, or like Aimersoft, but I want free and no watermark. I'm not using WDM because it's doesn't encode right for me and stops at 0.3% encoding. Even a crack for something such as Aimersoft would be nice. Thanks!
