There is literally like no difference if your choosing between a phone or an iPod i suggest an iPhone but counting the little things ipod 5th gen is better (better camera, slightly smaller)
It depends on what you want. Do you need a cell phone? Then the 4s is clearly the winner. But if you have a cell phone already, then an ipod is all you need. Unless you want to upgrade.
