what is causing a whining noise in my car speakers?

All the answers so far are correct.
You either have a bad ground.
Bad connection somewhere.
the noise you hear is electrical noise from the alternator.
is your ground close to another grounded accessory?
Is your power wire and rca cables running on the same side of the vehicle?

how is your power cable routed? and did you scrap all the paint off at the ground and sand it smooth? also where are your rca's- are they next to the power cable?

only thing i didnt see on here is if ya runnin 2volt preouts... you are more susceptible to electrical noise.

Your audio system is picking up interference from the Ignition system. They make noise suppressors to stop the noise. Check a local car audio shop or crutchfield.com.
