What is the best format to convert MTS to if I want to eventually burn to DVD?

Should I be converting straight to NTSC (US DVD) or to another file first...?

Bonus Question: What is the best freeware I can use to do this?

(I want to video to have the best quality and frame rate possible)
for example, should I convert MTS to MPG2 and then DVD or straight to DVD?
