What is the best free DVD ripper?

I have a free DVD ripper but the quality isn't great. I want to be able to rip to WMV in HD, and I want a program that's totally free, and preferably doesn't take too long. Does anyone know a good one?
 
A few points on your question:

1. you can't rip DVDs to HD, because DVDs do not come in HD.

2. 'preferably doesn't take too long' - DVD transcoding depends on your computer hardware, not the software. If you have a low-power processor, it will take several times longer to complete a transcode than it would if you have a brand new high-end processor. All the software in the world won't be able to get around this limitation.

3. WMV is probably the worst possible container format you could rip to.

That said, I recommend Handbrake. It will rip your DVDs or BRDs to either MP4 or MKV (both of them are great formats), with a ton of variable settings that you can tweak to make sure you have as good a rip as you can manage. Remember that if you're trying to rip your commercial DVDs, you'll have to also be able to remove the copy protection from the disc (using libdvdcss in Linux or something like AnyDVD in Windows).
