What is the difference between MotoBlur and Android?

I dont understand what the difference is between Motoblur UI and Android. How can a smart phone have both.
 
By the looks of it, it's a Motorola app that you run on Android based phones. Android is the software the phones use to run apps like an operating system on a pc.
