What is the diffrence between a budget machina gadget deck and a regular one?

I would like to know this because i am making a machina gadget deck and people have told me the budget ones suck. So i want to know the diffrence. Also could you include what cards are found in a nonbudget machina gadget deck
 
A budget one wouldn't have the key cards (mainly for side-decking) such as Thunder King Rai-oh, Doomcaliber Knight and Banisher of the Radiance. A budget one may also not be able to get 3 structure decks, missing out on 3 Gearframe and 3 fortress.
It may also not contain staples such as Solemn Warning, Solemn Judgment, Mirror Force and Forbidden Lance.
 
It could be that non-budget ones use cards like Pot of Duality, or Solemn Warning.
Also, possibly, a good Extra deck or Sideboard cards can add to the expenses.
 
I'm assuming ones lacking cards like Solemn Warning, Thunder King, Doomcal, Solemn Judgment, etc etc

And yes, without those the deck is pretty bad
