What kind of a bug is eating my bell pepper plants?

The leaves have sections eaten out and they curl up and get brown and yellow spots. Spraying with insecticide doesn't seem to help. Other plants in the garden aren't affected only the pepper plants. If you have any ideas for combating this problem It would be greatly appreciated.
 
Aphids suck juices out of the leaves, and their eggs, they do not eat holes in leaves.
Some of the worms and bugs come out during the night. I found a worm curled up in the edge of a leaf and something that looked like a cocoon all rolled up on another leaf.
Some sevin dust will kill bugs and worms. Worms and beetles eat holes in leaves.
 
Aphids will suck the juices from the leaves which will make them curl and also cause several diseases that can be the cause of the spots. However, aphids do not eat leaves. Several species of beetles will eat the leaves. and in spite of their names, Tobacco and Tomato Horn worms will attack pepper plants. Insecticide should control all of those pests, but it is important to carefully spray the underside of the foliage as that is where the aphids are and where the hornworms spend most of the day.
