I'm used to coding, So I don't care how complicated it is. I need a program like the one off the following website (http://Gamesalad.com/) But for Windows, Even if it uses flash. I'm not looking for Adventure Maker (too slow) or any other game creating software to make pc games. I simply want a program to create iPhone games for Windows Vista. Free if possible

I would say it's worth going for if you feel passionate about it. You could ultimately end up making a lot more than you invest (the computer and the membership and of course the time).
Of course, you'd have to know your way around Xcode. That's the only coding part there is to it.
It's a lot of fun working with the iOS SDK.

I dont think your able to download an iphone game program for Windows. The only way is to subscribe to Apple's developer program to gain access to these kind of tools on Windows
