What would cause a loud humming or whining sound to come from the front...

...passenger side of a 2001 cavalier? the sound is constant when the car is in motion but it is loudest at about 70MPH there is also a good bit of vibration.
 
all right heres your sure thing answer
1:put the car in nuetral jack up the front end
2:hold the spring with one hand and spin the wheel
do you feel vibration in the spring if yes bad wheel bearing if no check the other side
you should also shake the wheel to check for looseness
bearings are very common
 
Check you front wheel bearing. Jack car up and grab tire at top and bottom of tire and see if you can move the tire if so most likely front wheel bearing assembly. If no loose could be in transmission, or possible brakes.
