...Honda Metropolitan? My girlfriend and I will soon move to a suburban area where the only way to get into town (and to her job) is via highways. And while my 250cc Ninja motorcycle can handle it no problem her 50cc Honda Metropolitan obviously can't.

She is 5 foot 0 inches height...what's a scooter and/or very small motorcycle fast enough to go in the HOV lane that would work for her and her tiny legs?
 
Generally speaking, a 150cc scooter MAY be able to reach 60 mph but at that point you would be winding it up as fast as it would go. Forget having a headwind or an incline to deal with as well. I don't think a 150cc scooter would be safe on the highway.
