What's a good plan for overall toning?

Hi, I'm 19, guy, 6'2 and not athletic really. I've been doing things to help me get fit and I've seen loads of improvements from doing basic exercises, I've gown down from 196-200 range to I think 184-6 lbs (give or take) since this time last year.

Now, I just took a strength training course for seven weeks, twice a week, and I've gotten some results, much better arm strength but now after the course I still feel self conscious about my middle. Even at 184 I still think I'm rather tubby and would like to reduce that. If I alternated a 45 minute session of cardio either on the treadmill, elliptical, and rowing machine three, four times a week would that be optimal for results? I tried doing an hour on the treadmill on "cardio" setting like, every other day last fall but someone said that would be detrimental towards muscles. I'm planning to continue doing moderate weight training on my own when I have the time, but because of work and school/school's gym hours it gets rather sticky. Any suggestions/insight would be great.
