What's with people posting numbers then something random after them on Youtube?

I've seen it a few times an i don't get it but some get highest rated and all they put is something like "132 people blah blah something whatever".
Here's an example from a video i was watching when i thought I'd ask this question, please explain this 1 too which is the highest rated.

it's to do with paying out the people who have disliked (clicked thumbs down) the video
e.g. let's say there was a video about how dogs are better than cats, and this video had 124,753 likes (thumbs up) and 247 dislikes (thumbs down).

someone in the comments section may post something along the lines of "247 people are cats". they say this to imply that the reason those people disliked the video is because they were insulted by it.

the reason they often get highest rated, is because they are usually alot more creative than me.
