When does insider trading apply to Congress or their bubble bath buddies?

I've been very suspicious of George Soros and his cozy relationship with Obama.
So, I've been wondering...
Because of the profound influence Congress has on the stock market, wouldn't it be considered insider trading if they profit from the sale or purchase of stock knowing the probable outcome of legislation?
Taking into consideration Soro's criminal past in France with insider trading CONVICTION, I CAN'T HELP BUT WONDER...
I wonder if the Republican & Democrat Millionaires, up on The Hill ... Including Obama ... are considered the pieces of CRAP they are calling the other Millionaires out there??
I wonder how many die hard Liberals out there have even taken into consideration that everyone of them have become rich or richer after getting into Congress....at OUR EXPENSE.
