When I use the Windows DVD maker, does it make my movies fullscreen?

I downloaded a movie, but its really small, 300 x 240. I read that some DVD programs, when burning videos to a disc, can make the movie bigger and default it to full screen on the TV, without losing any quality.

Does the same go for Windows DVD maker?
If not, can anyone suggest some other programs that will?
