When is a "prank call" illegal? Serious question.?

For example: If you call someone and sing Hungry Like The Wolf, that's not a crime. But what if you call five times and do it? Or instead of singing, what if you fart into the phone? What if you call the police department and fart into the phone? What if you call someone and tell them they can suck your balls? This is a serious question, I'm just using vaguely funny examples.
 
I'm not sure about the legality of prank calls, but to stay out of trouble, I wouldn't prank the police department or try to call someone 5 times. Just do it once per person
 
Calling the police department is a serious crime. What if someone was genuinely in trouble but the operator was too busy listening to someone sing an old Duran Duran song...
But as for prank calls on anyone, it could be seen as harassment, and you don't know if your offending, insulting or upsetting the receiver of the call :/
