When is the Motorola Flipout charged?

I just got the motorola flipout for christmas today. It was on charge for 30 minutes and had a green light on and a screen with the battery on. I went to check on it and the green light wasnt there and the phone was turned off. I checked the wall socket and it was plugged in so I turned it on and it was full battery. When this happens does it mean that it is charged?
