When should you use 3rd gear with an automatic transmission?

So I was driving Highway 17 from the Bay Area to Santa Cruz for the first time and I was noticing that my car seemed to be having a little trouble. I didn't really feel like I was going up-hill, but the car didn't seem to want to go as fast as 40 or 45 MPH. I really had to press down on the gas to get her to do it. Then, of course, the road would level out for a short stretch and I would suddenly be going rather faster than I would have liked. Should I have shifted into third gear? I've never had to before (I've been licensed for three years, but it's mostly been just street driving for me up until now). How do you know when you should shift an automatic transmission car into third?
The car in question is a 1994 Buick Skylark. She's my first car and she's an automatic. No one taught me how to drive stick, so I don't really know much about this gear-shifting business.
Any advice much appreciated.
