...earns that interest? Central banks set interest rates which determine the cost for banks (and therefore everyone) to borrow money. Banks then add a few percent on top of that rate (from which they derive their profit).

My question refers to the interest which the Federal Reserve (or Central Bank) charges. Who earns that interest? Where does it go to?

The US Federal Reserve as I understand it, is a private company, and while it has Government representatives on its board, it isn’t a Government owned enterprise.

So who ultimately collects the interest levied by the Federal Reserve (or respective country’s Central Bank)?
