Where can I get free music with a free license?

As a YouTube partner you cannot use any music in your videos without the license to use it. Therefore does anyone know a site which has relatively up-beat music which can be used free of charge (I don't mind advertising his/her site on my channels page) and with the license to use it for commercial purposes.
