My next door neighbor wastes a lot of water and i wanted to kno if its illegal. Because a lot of the times he just stands there spraying the road for no reason. And now his hose burst and its spraying all over the place, he knows about it but he doesnt do a thing about it. I just want to know if theres someone i can contact to report this guy.
