Where might I start to troubleshoot the cruise control on my toyota camry 93'?

It powers fine, so I'm guessing it's not a fuse. The dash light just blinks when I try to set the speed. The owners manual indicates I take it to a Toyota dealership...which I'm not concerned enough about cruise control to do.
