Which is the best cellphone network for roaming?

I want to buy a Chandigarh circle GSM no.

I'll be traveling a lot to Bangalore, Tanjore, Chennai and Delhi.
Which is the best network? Cost is also a consideration...

I also intend to use GPRS. Which service is best for that?
Does Tata Docomo have good coverage in these areas?
