Whining noise coming from my car when driving in low rpms?

I drive a 97, mitsubishi eclipse with 193,000 miles on it. Lately, when I start my car and first begin driving there is a whining noise that comes from my engine when I am driving slow in low rpms. It gets louder when I steer my car to the far left or right and when I slow to a stop. However, after driving for a while, the sound goes away, and also when I drive at higher speeds like on the high way. When my car idles the noise is faint and it seems to me it is coming from the timing belt. Does anyone know what this may be?
 
Well a slight squeal from the belts is normal, especially when cold. The same with the car revving up when you turn the wheel's in a front wheel drive. Unless its really bad its normal and you have nothing to worry about
 
put some fluid in power steering.
at 193k could be alternator,,PS pump,,accessory belt..or yes..bad timing belt.
