Who came up with the idea of the "Oral Law" in Judaism, it isn't in scripture.?

Read the scriptures from start to finish. They say nothing about an "Oral Law" given to Moses. The only Law is the one of God ("Thus sayith the Lord").

Who was the one responsible for such dogma?

Oral law allows you to justify the horrible things you do with a pithy, biblical sounding saying.

If you'd really read the Tanakh from start to finish, you'd realize that it's impossible to practice the Law as it's written in the Torah. Hence the Oral Law, which clarifies everything. One can only practice the Torah with both the written and oral parts.
