who can you ask if a bike has been untouched for about a year next to a store if

you can have it? near my house there is a grocery store that has a bike that is untouched and locked for about a year maybe more with the bike unrideable and having a broken seat flat tire and cob webs/dust. I have everything to fix it and use it but I want to do it leagally. there is a liquor store and a rite-aid next to it as well. I'm not sure if it is a sting bike or just unwanted. Anyone know who I should ask for it ?
 
Ask the store owners if they own the bike. If they do not you should be welcome to it. If it is near a trash can, then you can just take it as it is left on the public sidewalk as trash and is open to the public.
 
the people in the stores, may be??? if thats on their property they have a right to remove it, and if they want to give it to you, than is ok.
 
Ask whomever owns the property that the bike is physically on. If all else fails consider the bike abandoned (it has been a year!) and grab that mother effer.
