I don't see what the big deal is.
Obviously nobody would care about this if she wasn't so popular and a big role-model to younger kids. Pretend she's not so poular and a big role-model to younger kids, would you care as much? You probably wouldn't. It's art, and that's all it was intended to be. It shows off her natural beauty...and maybe that would be appropriate if her fans were a little older, but we can't assume she's going to turn out like Britanny Spears and all over those other "teen stars gone bad." It's not even a "topless" pic like everyone says it is; you'd see more if she was on the beach in a bikini. So I guess that means if all of you parents take your kids to the beach that's considered "bad parenting".
The point is, it's not a dirty pic, it may be slightly suggestive, but if you parents want to practice good parenting, then stop complaining about other people's personal lives and teach your kids a thing or two and talk to them about the issue instead of fussing about how "bad" it is.
People make mistakes. That's what makes you human. I'm sure many of you have done bad things, and your kids will do the same, it's inevitable.
