WHY ARE HEPPA LAWS ALLOWING MY SISTER TO DIE!!?

my sister (50) is in a WI hospital for the 3rd time since last fall, She stopped going to work after she began to believe that her co workers at the post office were planting cameras in her home, to record evidence they could use to get her fired & sew her for her new house. The paranoid schizophrenia got so bad that she would not go to her mail box or allow family to talk to her because we "Use peoples names and They are listening" !! She stopped paying her bills including her mortgage after placing $30K down on her new house, Her Boss went to get on her and called the cops, They kicked down her door & found her and her Rottweiler 1/2 starved in her bed with over $500 cash in her pillow case, She was taken to the Er , Kept at the hosp. till she was well enough to send her to the Mental Health center. They got her stable on meds & sent her home with a script and instructions, She stopped her meds and after 3 months of fighting to get her to even talk to use, Her neighbor called my dad (70, with M.S. etc.) He told them to call the police, They went in and found her unconscious in bed, Her liver was so bad from dehydration that her skin turned BROWN! Back to The ER, & the Hosp. told us we can not even visit her, Then same carp, Off to the Nut house then BACK HOME! My dad has worked with Adult protection through Human service, He hired a Lawyer but keeps running into the heppa laws, The judge won't hear a guardianship case without Med records and we can't get med Records without the judge ordering a phsupina for her med records! Tues my other sister went to check on her, she keyed after not hearing her yell to get off her property and found her in a diabetic comma ! The ER Dr, said she was just hrs from death, & He called the police to place a hold on her after finding she had lost yet ANOTHER 10 LBS, If they send her home from the Mental heath with a prescription again, She WILL NOT LIVE THROUGH ANOTHER EPISODE LIKE THIS, What can we do to get guardian ship so we can keep her safe from herself ? She will not let anyone in her house, She starved with food and water just outside her back door in the hall where we leave it for her
