Why are soap opera microphones run so hot? (Picking up every single noise)?

Every motion, heel click, breath, whatever, comes through loud and clear. It seems to be unique to soap operas and cheap amateur productions. But soaps have budgets, so they must be doing it on purpose. Why? Just curious, as an engineer.
