Why are traditional marriages recognized by different states, but not gay...

...marriages (if not already banned)? Which is true: A) There are laws that specifically recognize out of state traditional marriages, or B) they're automatically recognized until specifically outlawed?

Whichever is true, I think should also apply to gay marriages from a different state.
