Why aren't I losing weight?

I have been trying to loose 7 lbs for months now, I eat a low calorie, high protein diet no more than 1200 calories a day.
I exercise five times a week 4x 3 mile runs and 1x kickboxing class, I also do yoga and weights in between these sessions. I don't drink alcohol, and I eat less than all my family and friends but yet they still don't gain weight.
I am getting really depressed now as I am working so hard but I am just not seeing any results.
Whats strange is a year ago I used to weigh 6 stone 7 lbs and and I ate more than I do now and I exercised just the same, now I weigh 7 stone but I just can't loose those extra 7 lbs.
My main problem area is my legs and but everywhere else is fine they just won't tone up at all.
I don't like using weight loss pills , Please can anyone give me some advice.
