Why bikers decrease the Ideal Speed of a bike?

My brother (CBZ Extreem ATFT, Hero Honda, 150cc) decrease the Ideal Speed (Which is normally 1400 rpm +- 100) to 1000 rpm to improve the millage and fuel efficiency. Is it really improve millage and increase fuel efficiency?
