Why could`nt the indian navy keep the terrorists at bay?it was a small boat?

do you know how many boats go in and out of India's many bays ? and the navy is more looking for enemy war ships not small fishing trawlers

Well, it wasn't like the terrorist came yelling and screaming they were terrorist, and there boat did not say terrorist, and they weren't firing when they got in. They snuck past go to land, and then opened up the attack.

It is not that easy in a 3rd world country you know. but at least the indian spec ops ended there rain of terror. it took a while, but at least they did it.
