why do android let people upload useless apps to the play store?

I find there are lots of apps on the play store that are useless?

Is there the same problem with apple and are there allot of apple apps that don't work like on android?

Does the amount of apps that freeze on apple make it so that the amount of apps that don't work on android is less than apple?

Because Android is open source and anyone can upload apps to play store. Google's policy never prohibits it.
