why do dogs hike there leg to pee?

dogs hike their legs so that they can get their sent as high as they can on whatever he is peeing/marking on. This gives the illusion to any other animal that whoever belongs to that smell is big (at least bigger than he really is, so they want to pee as high as possible).

Especially male dogs, who are more territorial, hike their legs to urinate because it gets their scent to nose level of other dogs. I read this in a book, I can't remember what it was called, about weird little things that dogs do. It was something like Why does my Dog Drink Out of the Toilet? Kind of thing.
