Why do people drive slow in the left lane in Texas, when it clearly says

"Slower traffic keep right"? I just drove from San Antonio to Houston tonight, and cannot even say how many times I had to get into the right lane to pass someone driving under the speed limit in the left lane. There are signs telling slower drivers to stay right.
