They don't spend much time on these subjects in other countries, and they do much better than us. People whine about the fact that art and music get cut for budget or other purposes. My question is....WHY? Spending that extra time on math and science would surely be beneficial. Most students are not going to get grand careers in art/music anyway so why kid them?

It has been proven in studies that students who do take music test higher on standardized tests, the end all for the districts. We want well rounded students. What would we be as a society if we didn't have music and art?

... they are kids. How would you feel if all you did in school for 7 hours was math, science, english, and history? You'd probably be bored, and lose your interest in school. There's much more to art and music than you think. The better question is why this word 'budget' is so closely tied to education. Education is what people should be putting the most money and effort into. Classes like those are necessary. Kids need as much white space and encouragement to grow and discover as they can get... not as much teaching to a standardized test as they can get.
