I'll skip the political broadside, and go on to say: Police agencies don't train their people to be that way. The "profession" naturally attracts fairly low IQ, anal-retentive, control-freak, bullies who enjoy administering a good beating now and then. Truly, a yearning nation's blue eyed pride.
