Why do some of my iPhone 4s ringtones only work as tones for a few things?

They're still there, as an option. When I click on them to apply as lets say my voicemail ringtone it doesn't play anything. It will let me apply as an actual ringtone or a alarm tone! My other ringtones which are essentially the same ringtones, do. I don't understand it, anyone?
