Why do they say capacitors block DC voltage?

When you can use a capacitor to filter/smooth a rectified signal in a power supply.
 
Capacitor is made of two separated metal plates and insulated by air or plastic or paper or oil...etc.
Therefore ,DC under the break down voltage limit of insulator of a capacitor ,shall not be able to get through .
 
It is not my specialty, but as I see it for your second part of the question a capacitor is connected in parallel to the load in a rectified signal in a power supply. Series connection makes open circuit.
 
It all depends on the capacitor and how it's hooked up in the circuit. There are bipolar and polarized caps and you can hook them up in a variety of ways in different circuits. I'm way too tired to remember which does what right now, but I know you can easily look it up on howitoworks.com.
